Gloucester City Council has successfully prosecuted an unlicensed private hire driver and a private hire driver who was using an unlicensed vehicle following pro-active out of hours enforcement work.


On Saturday July 18th 2015, Mr Daryoush Lack, from Cheltenham, picked up two undercover police officers who had not pre-booked the journey.


Investigations following the offence established that Mr Lack was using an expired private hire driver’s badge making him an unlicensed private hire driver.


Mr Lack pleaded guilty at his trail at Cheltenham Magistrates Court in February.


He was fined £300 with six penalty points endorsed on his DVLA driving licence, and was also ordered to pay costs of £100 and a victim surcharge of £30.

A second private hire driver was observed committing an offence which took place on Sunday 30th August 2015 during an out of hour’s enforcement patrol.

Gloucester City Council licensing and enforcement officers observed a private hire vehicle carrying and dropping off passengers. At a later date investigations discovered the private hire vehicle that was witnessed was unlicensed as the private hire vehicle licence had not been renewed.


The driver, Mr Tanveer Parvez, from Gloucester, was summonsed to attend Cheltenham Magistrates Court on 7th March 2016 for an initial hearing.


Mr Parvez failed to attend Court on the day, but magistrates decided to hear the case in his absence and found him guilty of using an unlicensed vehicle.


Mr Parvez was fined £250 with total costs of £575, and a victim surcharge of £25.


Councillor Jennie Dallimore, Gloucester City Council cabinet member for communities and neighbourhoods, said: “Its really important to hold these people to account because the city council takes every residents safety extremely seriously and we need to make sure that all private hire drivers and their vehicles are registered so we know they can legally operate.


“We will always bring those who break the law to account.”
